Overview

The Northland Regional Council is seeking an interactive geospatial risk viewer and analysis platform that uses existing hazard and asset datasets and has the ability to add in new data as it emerges. We would see this being used both publicly (to inform decision-making) and behind the scenes (to inform work programming).

We are looking for providers who have the capacity, capability, experience and infrastructure to deliver an online risk portal.

The portal needs to support Northland Regional Council and district councils, community and stakeholders to make risk-informed decisions and support investment, future development and adaptation planning processes. We are also interested in the delivery of broader outcomes such as iwi-hapu aspirations and needs, community resilience and adaptive capacity, but are agnostic as to how that is achieved. As such the portal needs to have a public-facing aspect as well as an operational side. We already have a natural hazards portal (see https://www.nrc.govt.nz/environment/natural-hazards-portal/) and we envisage the new risk portal to work alongside, or in conjunction with this.

We are interested in an innovative approach that is fit for the climate and natural hazard management challenges of our times, now and in the future. The tool needs to work across organisational boundaries (e.g. with district councils, lifelines, other agencies etc.) and support many functions, making sense of the tangle of data and helping tell a coherent story to support robust decisions that build resilience.
