Overview

This request for proposal (RFP) details the requirements set out by the Northland Regional Council (NRC) for the selection of a consultant to work with the NRC to provide professional services to deliver a hull biofouling and marine pest compliance dive survey throughout the region for 2000 recreational and small commercial vessels per season. A survey season spans from October to May as the summer months are when there are more vessel movements in Northland.

Hull fouling analysis is to be conducted following the methodology outlined in the 2004 report: ‘Protocol to quantify the Level of Fouling (LoF) on vessel hulls using an ordinal rank’.

Undertake inspections of a minimum of 2000 recreational and commercial vessel hulls berthed, moored and anchored in Northland waters. Vessel hulls will be assessed as to their risk of marine pest transfer and fouling level. This will include a Level of Fouling assessment, short questionnaire (when possible) and a compliance check with NRC’s Regional Pest Management Plan (RPMP) and Marine Pathways Plan. The on-water presence of contracted staff will span over 8 months, so all major vessel traffic and mooring locations are visited multiple times per surveillance season. This contract spans two seasons (October 2018 to May 2019 and October 2019 to May 2020).
