An open tender process is not suitable for this procurement due to the specialised nature of the pumps required. These pumps are manufactured in Denmark by the original equipment supplier, who also provided the initial set of eight pumps currently in operation.
To ensure compatibility with the existing infrastructure and to avoid significant technical and operational risks, it is essential that the replacement pump is sourced from the same manufacturer. No alternative supplier can provide an identical product that meets the required specifications.
In accordance with government procurement rules, this situation qualifies for exemption under rule 14.9c where goods can only be supplied by one supplier for technical reasons and to ensure continuity of supply.
