This procurement is exempt from open advertising under Rule 14.9(c) of the Government Procurement Rules, which permits exemption when only one supplier is capable of delivering the required goods or services.

There are no suppliers of this specialised fish feeding equipment within New Zealand. A market scan was undertaken, including consultation with other domestic fish farms, to evaluate the systems currently in use and their reliability. This confirmed that no local suppliers are able to meet the specific technical and operational requirements.

An international supplier was identified as offering a reliable and well-supported fish feeding system that has been successfully implemented in comparable environments. The supplier is able to deliver the system promptly, with all components in stock and ready for dispatch. The system also provides enhanced flexibility to support future expansion.

Efforts to engage with alternative international providers, including those based in Europe, were unsuccessful due to either an unwillingness to supply or the indication of significantly higher costs.
