This RFP relates to the engagement of a competent Consultant to provide the following Scope of Services for the successful delivery of a fit-for-purpose Employee Engagement Survey Platform/System.
The Scope of the Services is outlined in Section 5 Scope of Services in this RFP.
This project seeks to procure a modern, secure, and “fit for purpose” Employee Engagement Platform/System to support ongoing measurement of employee engagement, wellbeing, leadership effectiveness and organisational culture.
Napier City Council (NCC) is looking for credible suppliers who can demonstrate a strong presence and uptake of their services across New Zealand. The vendor needs to have a strong track record of delivering to New Zealand businesses and preferably evidence of partnering with public sector and/or other Local Government organisations who have similar complexities to Napier City Council in the variety of ways and multitude of roles in which their employees work.
Napier City Council employs approximately 650 staff across a diverse range of roles, employment types, and work environments, including operational, frontline, customer-facing, and professional services roles. Employees are located across multiple sites and facilities and have varying levels of digital literacy and access to technology. As a result, NCC requires an engagement platform that is accessible, inclusive, and suitable for a complex local government workforce.
The purpose of the Employee Engagement Platform/System is to provide NCC with a safe, confidential, and evidence-based approach to measuring employee engagement, wellbeing, leadership effectiveness, and organisational culture on an ongoing and ‘business as usual’ basis. The platform must support organisation-wide and targeted surveys, provide meaningful insights to leaders, and enable action at team and organisational levels while maintaining strong anonymity protections.
NCC is seeking a stand-alone, specialist engagement platform/system, rather than a generic survey tool, consultancy-led solution, or add-on module to another system. The platform must demonstrate strong capability in data privacy, anonymity controls, analytics, benchmarking, and leader enablement, and be supported by relevant New Zealand public sector and/or local government experience.
