Overview

Council’s 3-Waters assets (located within the Napier area) include facilities related to the supply of drinking water, wastewater management, and stormwater systems.

These comprise:
• 30 drinking-water facilities
• 57 wastewater facilities
• 11 stormwater facilities
• 2 common facilities (including one radio site)

Note: The current 3-Waters assets are listed above; however, the Council reserves the right to modify this list at its discretion. This may include the addition of new sites or the removal of existing ones throughout the duration of the contract.

• To ensure the effective operation and maintenance of its facilities, Council has established dedicated engineering standards, technical specifications, and system frameworks tailored specifically to its 3-Waters infrastructure.
• With the current Utilities Electrical Maintenance contract due to expire in June 2026, Council must establish a new agreement by engaging a suitably qualified and experienced electrical contractor. The selected provider should possess expertise in delivering preventive maintenance and support services – including 24/7 availability – and be capable of upholding the frameworks and standards already implemented by Council.

c. In summary, the primary Scope of Works relates to the provision of electrical services required to ensure the effective operation and maintenance of the 3-Waters facilities, including:
• Preventive Maintenance
• Planned Maintenance
• Unplanned Work
• Extraordinary Maintenance (urgent / emergency)

d. A secondary Scope of Works comprises services associated with minor 3-Waters project works, such as electrical upgrades and site improvements at utility locations.
