This RFP relates to the engagement of a competent Consultant to provide the following Scope of Services This document details the plan for procuring professional services to lead the development of a 30-year transport strategy (the Services) for Strategy and Programme Delivery.

Napier City Council are seeking professional services to lead the development of a 30-year transport strategy. The scope of the services include:
- Investment Logic Mapping (ILM): Facilitate a workshop to define key problem statements that will underpin the strategy and investment narrative.
- Transport Modelling: Undertake modelling to support strategic direction and validate proposed interventions where needed.
- Governance Support: Assist the project owner in preparing materials and justifications for governance endorsement. Attendance at key governance meetings may be required. At least two workshops and one meeting should be programmed.
- Community Engagement Support: Provide input into the design and delivery of engagement activities, including stakeholder mapping and analysis (led by the consultant, supported by Council).
- Strategy Development: Draft and finalise a transport strategy that is:
Consistent with the Government Policy Statement on Land Transport.
Aligned with the Regional Land Transport Plan.
A strategic fit for the National Policy Statement for Infrastructure.
Cognisant of other relevant Napier City Council strategies and plans, specifically the Future Development Strategy.
Develop a prioritisation framework for investment.
Provide investment brackets consistent with Long Term Plan funding needs.
c. Subject to satisfactory performance, the consultant may be engaged to support the drafting of the Land Transport Activity Management Plan in the format required by NZTA. This will build on the strategy to ensure consistency and continuity
