This RFP relates to the engagement of a competent Consultant to provide the following Scope of Services Commercial Advisor
The role is to provide Napier City Council with advice on (but not limited to):
1. Divesting the social villages portfolio (Decision 1) and mixed and or independent delivery model (Decision 2) to provide the optimal financial outcome to Napier City Council
2. The two-step procurement process (Expression of Interest and Request for Proposal) for both Decision 1 and 2, including developing the detailed procurement strategy; review material required for and preparation of Information Memorandum(s); establishing evaluation criteria matrix; assist with evaluating responses and recommendation to evaluation panel.
3. Reviewing financial analysis completed for Napier City Council Three-Year Plan (Future Direction for Napier City Council’s housing portfolio, February 2024), and working with existing providers to update information required for procurement processes.
4. Developing the contractual terms and facilitate the transaction for both Decision 1 and 2 nothing that these may be done in two separate tranches.
5. Implementing the outcome(s) of the procurement process(s) including any post transaction reporting requirements
6. Project management support working along Council’s internal project manager; including Council and Project Steering Group reporting; risk, programme and financial reporting.
