Overview

Whakaata Māori, through its Tātai Whetū Transformation Programme, is seeking a qualified Vendor to design, supply, configure, commission and support a replacement broadcast infrastructure platform for its production and playout operations.

The scope covers central broadcast signal routing across baseband SDI and IP media domains; production vision mixing with programme/preset and multiple mix/effects capability; video processing, frame synchronisation and cross/format conversion; embedded and discrete audio routing including MADI and Dante connectivity; IP media routing and control including SMPTE ST 2110 and NDI; multiviewer generation and display management; and centralised control covering operational panels, tie-line management and tally.

The solution must support interoperability across SDI, SMPTE ST 2110, NDI, SRT, MADI and Dante workflows, with redundant control and power architecture, clear fault isolation and maintainable operation. Capacity for future expansion in signal count, formats, production resources and control endpoints is required, together with comprehensive commissioning, documentation, operational and technical training, and ongoing warranty and support.

Physical installation and on-site cable pulling will be carried out in-house by Whakaata Māori; the Vendor is required to provide the technical documentation needed to support this work. Building, HVAC and electrical works are out of scope except where specifically identified and priced as an optional item.

This is a vendor-agnostic procurement. Whakaata Māori is not seeking a specific product, platform or architecture, and quotations proposing single-frame, modular or distributed/software-defined approaches are all welcome, provided the proposed solution meets the stated requirements, capacities and outcomes set out in the RFQ.

Quotations will be evaluated using a weighted-attribute model covering technical compliance, architecture and scalability, vendor capability and support, implementation methodology, commercial whole-of-life cost, and economic benefit to New Zealand in accordance with Rule 8 of the Government Procurement Rules.

Full requirements, evaluation criteria and submission instructions are set out in the attached RFQ document. Vendors should direct all questions to the nominated Point of Contact by the stated deadline; responses will be circulated to all participating Vendors through GETS.
