Overview

The City Rail Link (CRL), one of Auckland’s priority transport projects, is designed to further the Government’s aims for an efficient, modern and sustainable transport network and the Auckland Plan vision of Auckland being the world’s most livable city. It consists of a 3.4km underground passenger railway, connecting Britomart station to the Western Line in the vicinity of the existing Mt Eden station. Critical to the delivery of the project will be independent assurance and oversight of CRL to ensure that the project’s costs, schedule and risk profile are well understood and appropriately managed.

The project’s joint sponsors, the Ministry of Transport/Treasury and Auckland Council have released this approach to the market for the provision of the appropriate independent technical advice, support and assurance services.

What we don’t want - providers without access to the necessary technical and engineering knowledge, capabilities, skills and experience of large rail/ metro projects in a tunneled environment.

What’s important to us - responses from providers who have the capability, knowledge and experience to deliver the required technical advice, support and assurance services.

Suppliers will need to ensure they have access to the wide range of rail related engineering, technical, commercial, project/ programme management and assurance disciplines needed for a large rail/metro project. They will also need the necessary experience and knowledge of tunnel construction. The role has a large element of stakeholder management and the successful supplier will need the necessary relationship management skills and credibility to work constructively with Sponsors, CRLL and its inter-related partners and suppliers.

This RFP is to identify providers that have the requisite skills and experience or can bring a consortium together to provide the skills and experience outlined above.

Professional services to be supplied under this contract:
(a) providing independent, informed advice to the Sponsors on progress of the CRL Project in respect of time, costs and quality;
(b) providing the Sponsors with oversight and analysis of any changes in scope;
(c) monitoring CRLL’s compliance with the PDA;
(d) reviewing CRLL’s reporting output and carrying out additional audits or review to satisfy the Sponsors of the adequacy and completeness of that reporting;
(e) advising the Sponsors with regard to the capability and resources deployed by CRLL and its contractors;
(f) performing any other function or service reasonably required by the Sponsors; and
(g) supporting NZTA with the requisite technical and assurance support as required.
