Overview

On behalf of Carterton, Masterton and South Wairarapa District Councils, the Wairarapa District Councils (WDC), tenderers are invited for the Wairarapa Waste Management and Minimisation Contract, Contract No 1-27/32 in accordance with this Request for Proposal (RFP).

What We Need

The contracted services will include all necessary plant, machinery, materials, labour, supervision, administration and any associated activities necessary to carry out the Solid Waste Service and Recycling operation. Should opportunities arise to better align and give effect to the WWMP and LAP, the scope of works could be adjusted through standard contract conditions.

The Scope or Services include:
• Regular collection of kerbside Refuse and Recyclables from Eligible Properties.
• Acceptance and temporary storage of Refuse, Recyclables and other waste at the Council Transfer Stations and drop-off locations. To avoid doubt, ‘temporary’ in the context of Recyclables means up to six months (or as specified by Ministry for the Environment (MfE) from time to time) unless otherwise agreed with the Engineer.
• Transport of all Refuse to the Disposal Site.
• Transport of Recyclables and Residual Waste to the Masterton Transfer Station from other Transfer Stations and drop-off locations.
• Sorting, separating, and processing of mixed Recyclables to maximise material recovery, minimise contamination, and prepare them for sale or disposal.
• Operation and maintenance of the Material Recovery Facility (MRF) at Masterton Transfer Station.
• Acceptance, processing, and management of Green Waste for composting.
• Directing, supervising and assisting commercial and public users of the Transfer Stations to ensure that all Refuse, Clean fill, Green Waste, Recyclables, E-waste, Whiteware are correctly placed at the appropriate designated location.
• Clearance of Litter Bins and transport of contents to the Masterton, Carterton, or Martinborough Transfer Station as appropriate.
• Acceptance, temporary storage, and disposal of Hazardous Waste.
• Operation, management, and maintenance of Transfer Station.
