This is a secondary procurement opportunity through the Ministry of Justice Pilot Panel for Architecture and Design. This Request for Proposal (RFP) constitutes a Request for Service under the Ministry of Justice Construction Consultancy Panel (Pilot Panel for Architecture and Design). The suppliers are asked to submit Proposals in response, which form their Services Package.
The Ministry of Justice is seeking a Lead Designer with proven experience delivering complex design solutions in live, operational environments to support the Napier High/District Court Roof, Seismic and HVAC Project.
The project involves the investigation, design, and delivery of remediation works to address longstanding roof performance issues, targeted seismic upgrades at roof level, and integration of building services, including HVAC systems, at 251 Hastings Street, Napier. The Lead Designer will coordinate architectural, structural, and building services design, ensuring solutions are robust, buildable, and suitable for a fully operational courthouse.
The courthouse will remain operational throughout, requiring careful staging, risk management, and close coordination with court operations and security. The Ministry expects a collaborative approach, with regular engagement and clear communication to minimize disruption and maintain safety for all users.
The contract is anticipated to be awarded in July 2026.
