This Request for Quotes (RFQ) constitutes a Request for Service under the Ministry of Justice Construction Consultancy Panel (Pilot Panel for Architecture and Design).

In February 2025, Nelson Courthouse was identified as a potentially Earthquake-Prone Building (EPB) following an Initial Seismic Assessment (ISA) that rated it at 15% of the New Building Standard (NBS) for an Importance Level 2 (IL2) structure.

The project aims to strengthen the building to >67% NBS, in line with the Ministry’s Seismic Policy. Where possible, asset renewal works will be integrated to minimize disruption and deliver value for money. Core renewal works include a broad scope of consequential works, such as access requirements through the removal of building components (including removal and replacement of the roof), service relocations, and compliance improvements under section 112 of the Building Act.

The project is currently in the planning and design preparation phase, with design development targeted for 2026 and construction scheduled from early 2027 to late 2028. Construction services will be procured via a traditional tender process. To mitigate delivery risks, the Ministry will seek targeted independent advice during design on buildability, sequencing, and staging—without entering an Early Contractor Involvement (ECI) arrangement.

This project presents a significant opportunity for an Architect to lead strengthening and renewal design of a critical component of New Zealand’s justice infrastructure, ensuring the Nelson Courthouse continues to deliver safe and effective services to the community.

The Services are required for the following design stages:
i. concept/preliminary design
ii. developed design

The Ministry will reserve the right to engage the successful respondent for the subsequent phases of the project, following business case approval. These phases include:
i. Detailed Design
ii. Procurement of a Main Contractor
iii. Construction
iv. Post Completion through to the end of the 12-month defect liability period.
