The Ministry of Justice (the Ministry) is inviting proposals from experienced providers of Project Management services to lead the delivery of the Nelson Courthouse Seismic Strengthening Project (Project 01668).
Located at 200 Bridge Street, Nelson, the courthouse was originally constructed in the 1970s and extended in 2007. Recent engineering assessments have confirmed a seismic rating of 15% NBS (IL2)—equivalent to a Grade E building under the NZSEE grading scheme. Temporary securing works were completed in May 2025, enabling safe reoccupation while permanent strengthening works are planned.
The next phase will deliver a permanent seismic strengthening solution to meet the Ministry’s Seismic Policy requirement of >67% NBS. In addition to seismic compliance, the project will address end-of-life building systems and infrastructure, including replacement of mechanical (HVAC) systems and targeted upgrades to the building envelope and overall condition. This integrated approach aligns with the Ministry’s Seismic Policy and aims to minimise disruption to courthouse operations while delivering value for money.
The estimated total project cost is approximately $12 million. The courthouse must remain operational throughout construction, requiring careful staging and robust risk management.
Construction services will be procured via a traditional tender process. To support design development and mitigate delivery risks, the Ministry will seek targeted independent advice during the design phase. This expert input will focus on buildability, sequencing, and staging, but will not constitute an Early Contractor Involvement (ECI) arrangement.
This project presents a significant opportunity for a Project Manager to lead the strengthening and renewal of a critical component of New Zealand’s justice infrastructure—ensuring the Nelson Courthouse continues to deliver safe and effective services to the community.
