A key function of the Ministry is the provision, maintenance, and operation of technology to support the functioning of the courts. This includes responsibility for operating various electronic applications. In operating these applications, the Ministry enters into agreements with a variety of suppliers, on behalf of the courts.
One of the applications operated by the Ministry is COLLECT. Details of fines are sent from the court’s case management system to COLLECT. COLLECT is then used to record action taken by court registrars to enforce those penalties under Part 3 of the Summary Proceedings Act 1957.
The collection of fines relies upon up to date contact information to enable registrars to make contact or for bailiffs to locate fine defaulters to resolve outstanding fines.
The Ministry is seeking to purchase the services of a credit reporter to provide up-to-date contact information for fine defaulters
