Description of the Goods, Services, or Works: The procurement is for the supply of 24 specialist, custom-designed fixed storage tanks for the Te Papa Biodiversity Research Centre (BRC) facility in Trentham. This includes manufacture, seismic certification, on-site storage at the supplier's facility post-manufacture, and final installation at the BRC.

Justification for Exemption from Open Advertising (Rule 14.9): An exemption from open advertising was claimed under Rule 14.9. This direct sourcing was necessary because Etech is the unique supplier that possesses all the required elements for this specific asset: ownership of the certified tank design and seismic documentation; direct, historical project knowledge from the original fabrication; and the capability to provide critical logistical support (on-site storage) required for the BRC project timeline. Engaging an alternative supplier would incur significant costs and risks due to required re-engineering and re-certification.
Economic Benefits to New Zealand: The fabrication and manufacturing work will be undertaken by a New Zealand-based company (Etech NZ Ltd).
