Rule 14(9)(c) applies, wherein MetService are exempt due to the exact technical example that is on page 28 of the Government Procurement Rules: 

“Where a construction company has already been contracted to do the base build of a building and there would be no real competition in bidding for the fit out due to the efficiencies gained from being established on site. “
This value outcome was verified through an ECI process during the concept design phase that compared the incumbent construction company to another. The incumbent is also the only company able to meet the programme schedule.

The GETS Contract Award Notice process must still be followed as per Rule 48 for this procurement that has been exempted from open advertising.
