Overview

According to World Bank data, New Zealand is one of the highest waste per capita countries in the OECD and the 10th most wasteful country in the world. A preference for voluntary agreements over the use of economic instruments is a contributing factor to New Zealand’s lack of progress in reducing waste. These instruments have not been used to their full potential, despite the recognition that they are an effective way of incentivising the reduction of waste.

The Waste Minimisation Act 2008 provides opportunities for economic instruments that would incentivise meaningful resource recovery and diversion from landfill. A few have been utilised to date, and the Government is in exploring the possibility of setting up a medium-term strategy and technical support to help local authorities to develop and deliver detailed plans to achieve sector outcomes.


A key objective of this ROI is to gain a comprehensive understanding of the supply market and suppliers with the necessary skills, experience and capability to be deliver a solution comprised of three design components.
• a blueprint of the final outcomes expected for the sector, including key outcomes, describing the general vision of the future state of the waste sector and its key players
• an indicative costs model for implementation, either by region or in aggregate terms
• a roadmap implementing a standardised kerbside collection with the sector to reach the final outcomes, developed through engagements with relevant key stakeholders.
