Tohunga o te aho Matariki Investment 

Description of the services:
The Ministry for Culture and Heritage is contracting four providers to develop nationally accessible Matariki resources.
The expected public value is improved access to accurate information and stronger alignment in the national understanding and commemoration of New Zealand’s Matariki public holiday.

Providers will:
Produce trusted Matariki information and learning resources that are accessible to the public.
Build the capability of those involved in education and events.
Help ensure the availability and usefulness of resources over time.

Type of procurement process used:
The Ministry determined that a closed competitive process was the most fair, reasonable, and effective procurement method.
The potential supply market for this procurement is known to be limited to a small number (>10) of individuals and organisations nationally with the ability to meet the criteria and the necessary skills and expertise required. This is supported by lessons learned in smaller-scale initial activity delivered in FY2025/26.
The exemption under Rule 12 and Appendix 2 of the Government Procurement Rules 2 applies, because for technical reasons there is no real competition.
