Overview

The purpose of this Request for Information (RFI) is to invite interested parties to register their interest and submit information relevant to the reconfiguring of the moorings situated at Waikawa Bay, Waitohi/Picton, New Zealand (Moorings).

The information received will be used to assist the Council, Iwi and applicable stakeholders, to determine the approach to adopt to reconfigure the moorings in Wiakawa Bay into an optimal mooring arrangement and management system (Moorings’ Solution).

Council intends to use the information obtained pursuant to this RFI to:
(a) gain and share with Iwi as Kaitiaki, and stakeholders, an understanding of the range of available moorings equipment that could be utilised to provide a Moorings Solution given the physical environment existing in Waikawa Bay and Council’s aspirations as to ensuring navigation safety, optimising utilisation of the water space, enabling restoration of the seabed, enhancing visual amenity and avoiding adverse environmental impacts, all at a reasonable price point;
(b) gain and share with Iwi and stakeholders an understanding of the range of available digital mooring management technologies, including smart sensors and digitised platforms that could optimise the utility, accessibility, availability, management, safety and security of moorings;
(c) facilitate consultation and discussion with Iwi and applicable stakeholders to resolve the problems with the existing mooring layout and management regime; and
(d) determine the preferred optimal physical and digital Moorings’ Solution.

Depending on information received and the outcome of Iwi and stakeholder consultation, Council intends to proceed with a subsequent request for proposal process for the implementation of the Moorings Solution adopted.
