In 2015 Lincoln University (LU) experienced growth in student enrollments and current signals are positive for similar or greater growth in 2016. Provision of accommodation needs to be considered with some urgency as, looking to the immediate future, the University (through it's subsidiary LHL) is unable to meet the demand from students for on- campus accommodation.

With anticipated increases in new enrollments, implementation of the CRM, development of the Lincoln Hub and pressure on the Christchurch rental market , the University needs to consider how to provide sufficient quality on-campus (or proximate) accommodation for students.
In the short to medium term, the University is aware of the need to refurbish and undertake earthquake repairs on the existing fully catered accommodation Halls which will likely temporarily reduce the available stock of accommodation. Any maintenance or repair programme may take between 6-9 months per Hall dependent on the options LU chooses to take.
Accordingly this RFP is to provide a stand-alone Accommodation Plan that informs part of the wider Lincoln University Master Plan. The Accommodation Plan will be the base document for the Halls accommodation into the future. The information LU requires from the Accommodation Plan includes (but is not limited to) the following:
student growth projections
mix of accommodation
types of accommodation
contemporary styles/norms
articulation of likely demographic cultural needs
operating costs (benchmarks, costs per student and by student types)
low, medium and high track options
independent options on operating models
student mix
benchmark numbers/metrics (to include common rooms,break out areas, laundries, unit types etc)
exemplars of similar status to LU
To be clear, this RFP seeks to develop an overarching model that provides sound integrated guidance on student demographics, expectations and potential growth and the impact of these on the accommodation Lincoln University has to offer now and into the future. It specifically does not include the provision of buildings or the negotiation of alternative operating models. Such matters will be the subject of separate EOI's as appropriate.
As part of this RFP please provide a schedule of your charge-out rates and overheads and an estimate of cost based on your understanding of LU's need
