LPC outsources approximately $1.5m of cleaning, maintenance and compliance services annually.
LPCs most recent supply contract in the form of a Master Services Agreement was agreed in February 2021 following a RfP in late 2020 where the regions foremost Facilities Services providers were invited to make submissions. Awarded to OCS, the term is for 5 years (ending February 2026).
This RfP seeks to seize the opportunity presented to retender the current agreement into one Master Services Agreement (MSA) with underlying Service Level Agreements (SLA) for each service provided, e.g. cleaning, Building WOF, et al.
LPC will seek experienced Facilities Management service suppliers that are able to demonstrate the capacity, competence, and financial resilience to deliver locally supplied services.
We will seek to negotiate a 5-year agreement for supply in form of LPC’s MSA template with attached SLA’s.
This will be a performance-based contract where continuity is subject to satisfactory achievement of KPI’s and a successful annual review.
The key outcomes that we want to achieve are:
• One comprehensive MSA with SLAs for underlying services
• A collaborative working relationship with the supplier’s and LPC’s representative.
• A high level of understanding of all health and safety set out by LPC and contained within relevant NZ legislation.
• Implementation of advanced digital reporting and asset control regimes.
• Proven capability to manage long-term contractual relationships with politically sensitive clients.
• Directly employed, local labor and tradespeople covering key contract requirements.
• Proven deep-professional supervisory expertise of BWOF and IQP administration and compliance.
• Unconditional continuity of employment (protected rights) for current contract cleaning staff under the CCHL Group ‘Living Wage’ agreement.
