New Zealand is a member state of the International Hydrographic Organization (IHO), whose principal aim is to ensure the world’s oceans are properly surveyed and charted. The IHO coordinates hydrographic offices around the world and promotes uniformity in nautical charts and documents. It has developed a new S-100 hydrographic standard designed to support a greater range of hydrographic-related digital data sources and products for safe navigation.
In accordance with the international S-100 hydrographic standard, Toitū Te Whenua Land Information New Zealand (LINZ) must produce new charting products: S-101 Electronic Navigational Chart (ENC), S-102 Bathymetric Surface, and S-104 Water Level Information for Surface Navigation. While the S-100 hydrographic standards are being adopted, LINZ will also need to continue to produce and maintain official paper charts.
This RFP relates to the purchase of a technical solution to enable LINZ to produce and maintain a paper chart folio that meets carriage requirements. Specifically, LINZ requires:
a) the purchase of an existing software solution (and associated software licences, if required) that enables the production of ENC derived paper charts.
b) new software versions and updates for maintenance and changes as required.
c) technical support for general queries, assistance and troubleshooting of issues.
d) temporary licences for development and disaster recovery purposes.
e) implementation and training support of the software.
