Overview

The purpose of this RFP is to invite Prospective Suppliers to submit their Proposals for a Professional Services Panel predominately focussing on 3-Waters but also having the capability to provide assistance within Community Facilities, Structures and Roading.

The Council’s infrastructure assets have sustained significant damage as a result of the earthquake. The Council is approaching the market to appoint two (2) suppliers for the provision of professional services across a number of different work streams of the rebuild programme including 3-Waters, Community Facilities, Structures and Roading. The type of support that Council requires includes but is not limited to the below bullet points:

• Feasibility studies
• Design work (including concept and detailed design)
• Assistance with tender preparation & evaluation
• Management services and quality assurance (MSQA) (including Construction Monitoring)

Council also wish to utilise the suppliers for the business as usual (BAU) requirements of specialist professional services. This panel will become Council’s engineering support services where specialist advice is required within 3-Waters, Community Facilities, Structures and Roading workstreams. These additional workstreams can be delivered directly, through sub-consultants or by partnering with another supplier/s if the internal capability is not available.

Examples of anticipated support required includes but is not limited to the below bullet points:
• Condition assessments
• RAMM rating assessments
• Routine bridge inspections
• Asset data capture, and asset management advisory
• Ongoing work on Council’s hydraulic models
• BAU minor works design for roading, facilities and structures
• Feasibility assessments for facilities such as the airport and port
• Maintenance contract preparation
• Procurement support
• Construction Monitoring
