Inland Revenue’s Business Transformation Programme has been established to respond to the Government’s goal of delivering better value from public services (including more integrated All-of-Government services), internal pressures (such as increased compliance and an ageing information technology system) and environmental drivers centred around Inland Revenue’s customers’ needs.
The aim of this business-led, technology enabled Business Transformation Programme is to address these issues and deliver tangible benefits, including the ability to implement policy and legislative changes more quickly, and to provide Inland Revenue’s customers with a range of interactive services and information. Inland Revenue is now entering the design phase of the Business Transformation Programme and is looking to identify a commercial off-the-shelf application suite of software (COTS solution) that can be implemented to support the desired business outcomes and investment objectives. The involvement of a COTS Provider during the Business Transformation Programme’s design phase will produce a robust and adaptable design, and has the potential to significantly accelerate the overall timeline.
The purpose of this Expression of Interest (EOI) is to seek expressions of interest from COTS Providers with the capability, capacity and experience in relation to providing a COTS solution. COTS Providers who have a proven COTS solution are invited to respond to this EOI, from which Inland Revenue intends to invite a shortlist of up to a maximum of four COTS Providers to participate in a the Request for Proposal (RFP) stage of this procurement process. At the conclusion of the procurement process, Inland Revenue intends to engage a COTS Provider to:
• provide a fit for purpose COTS solution; and
• provide a range of services to deliver the high-level design and detailed design of the COTS solution.
