This Request for Expressions of Interest (REOI) is issued by Invercargill City Council (ICC). The intent of this REOI is to obtain Expressions of Interests (EOI) from suitably qualified organisations who are interested in submitting a future proposal for the supply of engineering design consultancy services related to the upgrade of the Branxholme Water treatment Plant (WTP). This REOI is intended only for suitably qualified and experienced engineering consultants with a proven track record in the design and implementation (support) of complex brownfield water treatment plant infrastructure upgrades.
The Branxholme (WTP) is owned and operated by ICC. The Branxholme WTP is currently the sole reticulated water supply source for Invercargill and Bluff. During 2013/14, a master planning exercise for the Branxholme WTP was undertaken and outlined an upgrade path for the Branxholme WTP. Accordingly, the conventional Branxholme WTP will be upgraded during the period 2014 – 2016 in order to improve the water quality, reliability and water supply security for the Invercargill and Bluff communities.
As the Branxholme WTP is the sole reticulated potable water supply to the Invercargill and Bluff communities it is absolutely critical that the operation of the existing plant and the water supply security is maintained throughout the upgrade project. This requirement will be strongly emphasised throughout the project and ICC will look to the design consultant to play an active role in risk management to the operation of the existing plant. It is noted that this focus should be consistently applied from the commencement of the design phase, through construction, commissioning and handover.
