To strengthen long-term resilience, the Invercargill City Council (ICC) is progressing a multi-phased programme to develop a reliable alternative water source. Given the substantial 3-waters investment ahead, staging the programme allows ICC to manage rates impacts while reducing risk progressively and adapting future phases based on the performance of the Awarua bores.
Phase 1, now approved, focuses on establishing an emergency water supply. This includes securing consent for a minimum 3 MLD groundwater take, constructing new bores and supporting infrastructure, and confirming aquifer performance.
Phase 1 will underpin future development of a 5 MLD emergency treated supply, sufficient to support the community at 80 L/person/day during a prolonged outage of the Oreti River.
