We require all physical property records to be digitised in partnership with an innovative provider which is able to provide high quality digitisation services, has current Local Government digitisation experience and will work with ICC to ensure:
• Digitisation output, including captured metadata, is in accordance with the AS/NZS ISO 13028:2012: Information and documentation – Implementation guidelines for digitization of records standard.
• Digitisation output meets the recommended minimum technical specifications as described in Archives New Zealand’s Destruction of source information after digitization.
• Digitisation output, quality assurance procedures and documentation allow for legislatively compliant destruction of the source records.
• The project will be completed efficiently, cost effectively and within the required timeframes.
Councils preferred solution is one that supports employment opportunities within the Invercargill area. Council has identified two potential options:
Option 1: The provider of digitisation services will advise and assist the Council in setting up and equipping a Council-managed property records digitisation office and will provide ongoing expertise and support for the project, the office and the digitisation of the property records.
Option 2: The provider of digitisation services will setup and manage a digitisation office in Invercargill and will employ local people to digitise the Councils property records at that office.
It is important to Council to support local employment however we may consider an alternative solution to the two outlined above.
This tender has been awarded. Total spend value $ 2,300,000.
