Overview

This is a two-stage procurement. This first stage (ROI) will be used to short-list tenderers who will be asked to respond to the second stage (RFP). This involves the development of a new national survey on human rights that is based on Te Tiriti o Waitangi. The research design will be quite complex with multiple requirements (eg the sampling of various priority groups of people whose rights tend to be at risk; accessibility for disabled people’s participation).

In this ROI, we ask that you respond to the following areas:
• experience with Te Tiriti o Waitangi
• research team capability
• prior relevant experience in designing national surveys and undertaking the fieldwork.

The RFP will then ask the tenderers short-listed from the ROI to propose a method that addresses our requirements and research questions.

This opportunity is to work with the New Zealand Human Rights Commission (HRC) to develop and carry out a new national survey on people's awareness, knowledge, attitudes, and experiences of human rights in Aotearoa. The intent is for the survey to be carried out on a regular basis to measure changes over time (eg, every 2-3 years). Most importantly, the planning of the survey has thus far been carried out in a way that is based on Te Tiriti o Waitangi, which involves platforming the voices and human rights aspirations of Tāngata Whenua as its first priority. This partnership approach will continue to be upheld during the implementation phase, which commences once a successful tenderer has been contracted. This implementation phase involves designing the method, drafting and testing the questionnaire, undertaking the fieldwork, and preparing a data set and data tables for the baseline survey.
