Overview

The Health Quality & Safety Commission (the Commission) is a stand-alone Crown Entity, established in November 2010 to help private and public providers across the health and disability sector improve service safety and quality.

The Commission includes the valuable work of the five mortality review committees. The committees have certain information gathering powers and are established under the New Zealand Public Health and Disability Act 2013 to help reduce avoidable mortality in New Zealand by investigating and reporting on deaths of children and youth; and in the perinatal and maternal; perioperative sectors; and those relating to family violence and suicide. They make recommendations to reduce those deaths, and improve safety more generally. Many previous recommendations have been implemented and resulted in reduced numbers of deaths.

Mortality review committees are statutory committees that review particular deaths, or the deaths of particular people, in order to learn how to best prevent these deaths.

The Suicide Mortality Review Committee (SuMRC) is an independent committee that reviews and advises the Health Quality & Safety Commission on how to reduce the number of suicide deaths in New Zealand. The Committee has been established as a trial, but after its success in identifying there were clear opportunities for intervention, the Ministry of Health has agreed to extend its funding for SuMRC.

The Commission is seeking a suitably skilled service provider to carry out research and development of a kaupapa Māori framework to support suicide mortality review. A joint or consortium proposal will be accepted for consideration.
