Hutt City Council is seeking proposals from suitably qualified organisations to deliver an integrated Kaupapa Māori waste minimisation education and behaviour change service across Te Awa Kairangi.
The service will support the delivery of the Wellington Region Waste Management and Minimisation Plan 2023-2029 and the Te Awa Kairangi ki Tai / Lower Hutt Local Action Plan by helping Māori communities prevent waste, reduce waste generation, increase reuse, and strengthen environmental stewardship through culturally grounded approaches.
The successful Respondent will design and deliver community-based education, engagement and behaviour change programmes that are informed by tikanga Māori and mātauranga Māori.
The service will work primarily with whānau, hapū, iwi, mana whenua, marae, kura Māori, kōhanga reo and wider Māori communities across Te Awa Kairangi.
We are seeking a provider with strong cultural capability, established community relationships, and demonstrated experience delivering education and behaviour change programmes that achieve measurable outcomes.
Respondents may propose delivery through a single organisation, partnership, consortium, or subcontracting arrangement where this strengthens capability and outcomes.
The service will include programme design and delivery, community engagement, reusable-product initiatives, local capability building, partnership development, monitoring, evaluation and reporting.
We are looking for innovative and outcome-focused approaches that create lasting environmental, social, cultural and economic benefits for local communities.
