HCC is seeking to engage a qualified and experienced Quantity Surveyor (QS) to support the design, Early Contractor Involvement (ECI), and construction delivery of the Ava Rail Bridge Shared Use Path Replacement project. This project will deliver a safe and accessible shared use path clip-on to replace an ageing pedestrian facility on the Ava Rail Bridge—an important link in Lower Hutt’s active transport network.

The successful Respondent will work alongside the design consultant, ECI contractor, and HCC internal teams to ensure the project is delivered within budget and on time. Services will include cost estimation from concept through to Issue for Construction (IFC), value engineering, support with procurement documentation, and construction phase cost advice. Close integration with the design and construction teams is critical to support project readiness by January 2026.

This RFP relates to Hutt City Council’s commitment to delivering safe, inclusive, and cost-effective active transport infrastructure that supports a more accessible and sustainable city. The Ava Rail Bridge Shared Use Path Replacement project is a key component of this strategy, improving a strategic walking and cycling connection in the Lower Hutt network.
