Overview

HCC is dedicated to ensuring its people have a sense of security, safety, and pride in the community. One of the services we provide to achieve this is a free graffiti removal service to the public, for approved council, residential and business assets.
The HCC is responsible for the maintenance, preservation, and delivery of amenities to a region that borders Porirua to the north, Upper Hutt to the northeast, South Wairarapa District to the east, and Wellington to the southwest and west, and represents a population of approximately 115,000 people.
The utilisation of our amenities is varied and diverse in their types, and these graffiti removal services are an integral part of the ongoing maintenance and management to ensure that the HCC high standards are maintained, amenities are fit for purpose, they deliver value, and ensure our all stakeholders can enjoy and use the facilities in a safe, clean and graffiti free environment.


The key objective for the HCC is to identify and select a supplier that can meet or exceed the requirements in the delivery of Rapid Response & Removal of Graffiti to our region. The preferred supplier will be able to successfully deliver to all the specifications and requirements, including meeting the mandatory preconditions outlined in the RFP and its associated documents.

The supplier will be experienced, credible, capable, have the capacity to deliver to a high standard, along with a successful track record of delivering graffiti removal services on a similar size and scale to that currently required by Hutt City.
Along with all these attributes, suppliers must have the necessary resources, equipment, and hold any necessary qualifications to be able to deliver the services and requirements in their entirety from the commencement of the contract and be able to meet or exceed the councils’ quality and service expectations.
