This Request for Price (RFP) seeks to engage with technically qualified and experienced Service Providers to assist Council in delivering its Level of Service outcomes in the provision of maintenance and operational services to the Cemeteries, Horticultural Parks/Gardens, Community and Street Gardens owned by it and managed by the Parks and Reserves team of Hutt City Council (HCC/Council).
HCC, like many other local authorities in New Zealand, is experiencing consistent growth. Due to the limited availability of greenfield sites in the city, this growth is being supported, in part, by changes to planning zones to allow for the development of medium and high-density housing units.
This essentially means that sections are reducing significantly in size leading to less private greenspace (gardens) for residents. Consequently, there is a need to ensure that Council’s Parks and Reserves are maintained at a high level given the increased use arising from housing intensification/densification.
Council has a significant inward investment program (25 million over the next 10 years) to help meet the additional demand placed on its Parks & Reserves network through growth. Whilst the delivery of Council’s Inwards Investment Program is not an integral part of this RFP, it will be looking at responses to see how qualified providers applying for the Horticultural Parks, Cemeteries, and Street Gardens Contract may be able to assist in delivering its capital program.
