Overview

Hawke’s Bay Regional Council (HBRC) invites tenders from suitably experienced and qualified public transport operators for the provision of urban bus services in the Napier–Hastings area.

This procurement is for the operation of scheduled bus services and associated obligations, including fleet provision and management, staffing, safety and customer service, ticketing, ticket inspection, in-bus real-time information systems, performance monitoring, and reporting. The successful Tenderer will be required to deliver the Services in accordance with the Request for Proposals (RFP) documentation, applicable legislation, and HBRC’s service objectives.

HBRC seeks proposals demonstrating value for money, reliability, accessibility, and alignment with regional public transport goals, including encouraging patronage growth and supporting a transition toward lower-emission public transport options.

Alternative Tender submissions will be considered, the bounds of which are described within the RFP, provided that a fully conforming Tender is also submitted. All requirements, evaluation criteria, and contractual terms are set out in the RFP documentation available on GETS.
