Hawke’s Bay Regional Council (HBRC) is seeking tenders for the Whirinaki Stopbank Flood Mitigation Project (HBRC-25-1676), a flagship initiative under the $247M NIWE Flood Resilience Programme. This is a high-impact opportunity for contractors to deliver bulk earthworks, stopbank and floodwall construction, Pan Pac log yard protection, and associated roading works that will safeguard the Whirinaki community and industrial area from future flooding. The successful contractor will work alongside the SH2 Raising Contract team to deliver critical infrastructure, with key milestones including enabling works and a bypass road by December 2025, North Shore Road raising by March 2026, and remaining stopbank works by August 2026. HBRC is looking for contractors with proven capability in large-scale earthworks and road construction, available resources to start in November 2025, and the ability to deliver on time, safely, and collaboratively while engaging with local stakeholders. This tender offers contractors the chance to build a long-term relationship with HBRC, raise their profile with councils and industry stakeholders, and contribute to Hawke’s Bay’s recovery and resilience following Cyclone Gabrielle.
