Overview

Hawke’s Bay Regional Council (HBRC) are upgrading the existing Level of Service (LoS) for flood protection infrastructure as per HBRC’s Long Term Plan to increase the climate change resilience of Heretaunga Plains. This ROI calls for contractors to be involved in delivery of projects within the LoS Upgrade Programme in the Heretaunga Plains Flood Control Scheme (HPFCS).

Works required to provide the bespoke upgraded LoS makes up a group of projects (or a programme) which includes but is not limited to
• building stop banks (refer figure 1)
• stop bank strengthening
• creation of similar flood protection infrastructure as described in the supplied document

This ROI is limited to LoS Upgrade Programme works from 2022-2024. Construction is usually during summer months (October-April) with possibility of works beyond the season at HBRC’s discretion. Please refer to Figure 2 and Table 1 in the supplied document for location and length of identified stop banks for construction over this period.

The LoS Upgrade Programme primarily includes strengthening of existing stop banks. We are keen to get Registrations of Interest (ROI) from contractors who have prior experience with bulk engineered earthworks. Previous experience that will be highly regarded includes
• new stop bank/earth dam construction
• upgrade of existing stop banks (or similar infrastructure)

The nature of work includes predominantly bulk earthwork, but may also require concrete, road (cycleways, access ways, parking), drainage and river bank protection works (e.g. rip rap installation).
