Overview

Hawke’s Bay Regional Council (HBRC) is responsible for managing the use of natural resources within the Hawke’s Bay Region and closely coordinates with the four local Councils that manage the regions local services (Wairoa District Council, Hastings District Council, Central Hawke’s Bay District Council and Napier City Council).

HBRC has up to $50 million that it wishes to allocate towards establishing an intergenerational investment fund for the benefit of rate payers. As such, it is seeking proposals from Investment Management Firms to assist in managing the Fund.

From a risk appetite perspective, the overall portfolio is expected to be ‘balanced’ (i.e. 50% income assets such as fixed income and cash and 50% growth such as equities). Additional detail in relation to HBRC’s return requirements, risk appetite and asset allocation can be found in the draft SIPO document that is attached to this document.

Following receipt of the Investment Management proposals, HBRC will convene an evaluation panel comprising HBRC staff to assess the RFP responses against the evaluation criteria identified below.

Reputation that is consistent and acceptable with HBRC’s statutory, strategic, environmental, ethical and economic growth objectives
Investment management approach and process
Expertise in investment advice, financial and investment scenario modelling
Current experience in managing local government sector inter-generational investment funds of $50 million and above
Have investment funds under management of $250 million plus and at least five years of investment management history
