Overview

The purpose of this Request for Proposal (RFP) is to identify viable systems and vendors which will support Hawke’s Bay Regional Councils Resource Management business functions. The proposed Regulatory Management Information Systems (RMIS) will be an integrated resource management system, a core platform for a range of Council's land management functions and how we interact with stakeholders.

Respondents are product suppliers with a proven ability to supply, deliver, install, implement, support, develop and maintain legislative compliant systems in the New Zealand Local Government environment. The Council seeks to partner with a supplier who will provide a total system and process that will provide efficiency in the governance of legislation.

Specifically, HBRC wants to improve the way it manages the lifecycle of its resource management decisions – from enabling stakeholders with information, processing applications efficiently, carrying out effective and timely compliance monitoring, through to the analysis of resources and policy settings.

Our existing core relevant systems have provided effective record keeping and reporting to date. The opportunity now is to replace and refresh a number of components so it will enable us to achieve the following objectives:

- Relevant, timely and meaningful information to stakeholders, customers, and decision-makers. This supports the direction of open data initiatives and map-based views of information.
- Greater efficiency and effectiveness– in the office and in the field, through better processing, workflow management, investigation management and billing.
- Resilient systems built on up-to-date, maintainable technologies.

The RMIS is a tool to enable us to achieve our objectives and that will change the way we work and interact with our community.
