Overview

The Te Ūkaipō Vision and Values framework (Te Ūkaipō) signals the importance of whānau to rangatahi wellbeing; without whānau, our tamariki will not have a strong Ūkaipō.

To return to the place of your origin, the place where you can be nourished and sustains you for the journey ahead.

Te Rōpū Mātanga o Rangatahi, developed the Te Ūkaipō Values Framework. Te Ūkaipō is the foundation for the School Based Health Services (SBHS), in the way we work, the mahi we produce, and the outcomes for young people/rangatahi.

Te Ūkaipō is an expression of te ao Māori values and principles, Te Tiriti o Waitangi principles, He Korowai Oranga (Māori Health Strategy) and Whakamaua; Māori Health Action Plan (Whakamaua). Te Ūkaipō includes nine kaupapa Māori whanonga pono (values) with corresponding whakatauki. These values shape and influence the commissioning and delivery of SBHS by enabling a Māori centric approach to enhance the experience of rangatahi in SBHS.
The intention is that all of SBHS will have access to Te Ūkaipō. The Te Ūkaipō framework will be rolled-out in a staged approach with an equity lens to ensure that those who need it most will influence the development. A roll out of Te Ūkaipō requires dedicated time from a Provider with mātauranga Māori and hauora expertise to maintain the authenticity and integrity of Te Ūkaipō as it is embedded across the motu. The Provider will develop and deliver a national Te Ūkaipō Wānanga Programme for SBHS, including development of training resources.

The Service to be delivered will include (but is not limited to) the following components:
1) work alongside the communications package provider to develop the training resources for the Te Ūkaipō Wānanga Programme between 1 April 2023 and 30 June 2023
2) develop a learning evaluation process which sets out the expected learning outcomes and the processes for measuring these
3) develop a national Te Ūkaipō Wānanga Programme for SBHS
4) deliver the Te Ūkaipō Wānanga Programme in accordance with planning.

April to June 2023: Planning and development of Te Ūkaipō Wānanga Programme and associated resources.

July 2023 to April 2025: Delivery of Te Ūkaipō Wānanga Programme.
