REQUEST FOR PROPOSAL
P2025-338 Public Buildings Condition Survey and Data Collection 
Hastings District Council (HDC) is calling for tenderers who can provide a programmed building condition survey and data collection service for all Council-owned buildings. The scope of the service includes, but is not limited to, surveying the existing building stock, conducting condition grading, collecting building asset data, and compiling survey reports as per the instructions and scope of work defined in the tender documents. The required service is offered on a three-year contract basis with an option to be extended for three extra years (at the client’s discretion). 
Tender documents are available from the Government Electronic Tenders Service (GETS) www.gets.govt.nz.  Any enquiries about this contract must be made via www.gets.govt.nz 
Respondents who are unable to meet all pre-conditions listed in the document should conclude that they will not benefit from submitting Response.
QUESTIONS SHOULD BE SUBMITTED THROUGH GETS ONLY 
PROPOSALS AND RESPONSES MUST BE SUBMITTED ELECTRONICALLY THROUGH GETS
Tenders close at 3pm Wednesday 26-November-2025 and must be submitted electronically via GETS.
Please ensure you use the Response form(s) provided.
Respondents should ensure sufficient time is allowed to upload the files to GETS prior to the tender closure date and time - GETS will close off the upload of a submission at 3pm whether completely uploaded or not.
The TOTAL submitted file size must not exceed 50MB, regardless of the number of files submitted - it is preferred that all non price information is submitted in one combined file.
Price and non-price files should be uploaded as separate files and clearly marked as File 2  Price Response & Tender form and File 3 Building List & Schedule of Prices Price and File 1 RFP Response - Non- Price Attributes
Ensure you put them into the price and non price sections of GETS when uploading your submission.
