Overview

Greater Wellington Regional Council (GWRC) is seeking proposals for the design, consenting, construction, and commissioning of a new rail maintenance depot in Masterton to support the incoming fleet of Independently Powered Electric Multiple Units (IPEMUs).

This is a rare opportunity to deliver a high-profile infrastructure project as part of the transformative Lower North Island Rail Integrated Mobility (LNIRIM) programme, which will reshape regional passenger transport across the Wellington and Horizons regions.

The successful IPEMU Depot Builder will work closely with GWRC, KiwiRail, and the DBM Contractor, Alstom, to deliver a modern, fit-for-purpose facility that meets the operational needs of the new fleet. The depot will include a 3-road maintenance building, supporting infrastructure, and integration with KiwiRail’s track upgrades. The Depot Protection System (DPS) will be delivered by a Nominated Subcontractor, selected via a parallel RFP process.
The depot must be ready for commissioning with the first IPEMU by mid-2028.

Mandatory site visits are a key part of this procurement. Respondents must RSVP by midday Wed 24 Sept 2025 via tenders@gw.govt.nz. Upon RSVP and signing a confidentiality agreement, registered site visit attendees will receive Alstom train drawings (document name prefix Part 4_Ann A_App_03). Site visits will include both the Masterton Depot site and the Wellington EMU Depot, providing valuable context for the works and operational requirements.
