Overview

Te Anau Airport Manapōuri is a strategically important regional asset providing air connectivity to the Fiordland Basin. Historically, the airport has operated at a financial loss of approximately $300,000 per annum. Council has established an Airport Governance Group to progress the airport toward a commercially sustainable and investment-ready operation, supported by appropriate governance, operational capability, and regulatory compliance. The objective of this RFP is to attract private capital and expertise to transition the airport to a commercially sustainable operation, while retaining Council ownership, Airport Authority status, and strategic control.

Council seeks proposals that may include, individual or in combination of:
• Airport operations and management
• Aviation-related development (e.g., hangars, jet storage, hangar-home developments)
• Design–Build–Operate (DBO) models for airport and aviation facilities
• Complementary commercial activities aligned with the Draft Airport Master Plan
• Onsite renewable energy generation (e.g., solar) and related infrastructure.

• Low emissions and energy efficient infrastructure design and resilience measures incorporated into on site energy, water storage and sewerage design
• Innovation in low-emissions aviation (electric/hydrogen) and enabling infrastructure
• Demonstrated health, safety and environmental practices
• Demonstrated ESG (Environmental, Social and Governance) performance
• Innovation, technology, education and options for electric and hydrogen powered aviation would be welcomed
