The purpose of the Property Consultancy Services (non-construction) project, hereafter referred to as Property Consultancy Services (PCS) is to establish a panel of Providers for property-related consultancy services that will provide Participating Agencies with efficient access to quality services that provide value-for-money.
A Common Capability Contract (CCC) establishes agreements for commonly purchased goods and services and will be actively managed by the Functional Lead Agency (FLA), in this instance, the Property Management Centre of Expertise (PMCoE).

What we need PMCoE through Cabinet minute (12) 35/4B, as the Functional Lead for Property, undertakes the all-of-government procurement function for all property related goods and services within office accommodation and public interface space.
The PMCoE is seeking to appoint Property Consultancy Providers (Providers) who can deliver the following services to small, medium and/or large government agencies:
Property Management and Advisory
Market Valuation
Other Valuation
Property Planning
Workplace Strategy
Workplace Change Management
Respondent Briefing in Wellington
A briefing session about this ROI will be held in Wellington on Thursday 12th November 2015. Pre-registration is required. To register, email consultancy@pmcoe.govt.nz by 5pm on Friday 6th November 2015 with the name of your organisation and your representative(s). Once you have registered we will provide the location details. We cannot guarantee space for you if you haven’t registered. Following the event a link to the presentation slides and any questions and answers from the briefing will be posted on the GETS website.
Respondent Briefing in Auckland
A briefing may be held in Auckland if there is sufficient interest (entirely at the discretion of PMCoE). To register your interest for a briefing in Auckland, please complete the online survey (link provided in page 23 of the ROI).

If you wish to submit a Registration under this ROI you are requested to submit an Intention to Respond by completing the online survey (link provided on page 23 of the ROI). Your intention to respond must be submitted by 5pm on 18th November 2015.

On 1 April, The Property Management Centre of Expertise (PMCoE) moved to the Ministry of Business, Innovation and Employment and was renamed as the Government Property Group (GPG). This has seen GPG and New Zealand Government Procurement (NZGP) come together to form a single branch with responsibility for the delivery of Functional Leadership of both Property and Procurement across government.
Common Capability contracts have been awarded to 15 providers for Property Consultancy Services across the following six service categories:
