Overview

The Financial Markets Authority (FMA) is seeking to implement an e-discovery solution to support case investigation, evidence management and litigation.
The chosen solution needs to maximise our use of evidence through better discovery and search. The chosen solution must also support the FMA in meeting its disclosure obligations. It needs to significantly lift our ability to manage evidence through an integrated process with appropriate security controls.

What we need
To successfully provide the business benefits, we are seeking an off the shelf eDiscovery solution that can integrate with FMA’s existing systems, including Active Directory for authentication, OpenText Content Server, and Microsoft Dynamics CRM system. Please refer to Section 2 for further detail.
We don’t just need a software solution, we also need a partner to provide implementation services and ongoing training and maintenance of the solution.

What we don’t want
We don’t want an untried solution or one that will require significant modification to meet our specified requirements. Nor do we want a Respondent that is not resourced to provide FMA with effective support during implementation and post go-Live.

What’s important to us
We are looking for credible providers with proven capability, experience and resource to deliver a practical solution that is cost-effective (from a total life-cycle cost perspective) and can be implemented by the end of 2018 with minimum technical risk. The provider must be able to provide on-site support either directly or through partners.

It is important that the system is user friendly, intuitive to use and easily navigable, secure, reliable and can integrate with other systems. It is also important that the successful Respondent has the capacity to complete the implementation in 2018 and provide effective support post go-live.

Why should you respond?
The FMA plays a key role in enabling fair, efficient and transparent financial markets. The solution we seek through this procurement process will be a critical enabler for this. As additional context for this RFI, Respondents should note that while this RFI addresses an immediate need for eDiscovery, the FMA is also looking towards a possible longer-term capability that will enable it to enhance the level of automation in its daily operations.
