Manatū Taonga Ministry for Culture and Heritage is contracting five providers that will support the regeneration of Matariki practice and knowledge within communities and assist the Chief Advisor, Mātauranga Matariki with the work of informing New Zealanders and promoting the public holiday. The procurement seeks to ensure the sustainability and spread of Matariki knowledge across New Zealand regions, fields of Matariki practice and generations.
Providers will:
• develop tools, documentation, and/or other materials as resources for sharing mātauranga Matariki within the context of their community of practice
• develop and utilise distribution networks for these resources, to assist their communities of practice to engage with Matariki
• consider accessible forms of communication with various audiences, including ensuring communication is culturally appropriate, and inclusive of/recognises the different needs of peoples of New Zealand
• develop strategies and planning towards further regional connection through Matariki knowledge and practice
Type of procurement process used
The Ministry determined that a closed competitive process was the most fair, reasonable, and effective procurement method due to:
a. the standard of essential, highly specialised expertise, technology, and skills required to deliver on this procurement is so high, and
b. the pool of potential Providers is correspondingly very limited.
This procurement is exempt from open advertising under Rule 14.9(c)(i), which applies when goods or services can only be supplied by one provider due to technical reasons and lack of real competition.

Contract value: The total expected spend across all contracts is $249,700 (excluding GST) for a term of up to six months, ending 30 December 2025.
