Overview

Several APEC economies have implemented vehicle fuel economy labelling programmes for light vehicles. These provide information to consumers on fuel efficiency and carbon emissions, with the objective of influencing purchasing behaviour, reducing energy use, improving energy efficiency, and avoiding greenhouse gas emissions in these economies.

This is an APEC project to review existing light vehicle fuel economy labelling schemes (and associated consumer awareness raising campaigns). It will identify the most effective features of the various labels and also the most effective channels and strategies to give car buyers the best fuel efficiency information. The project will generate lessons learnt from these schemes so that APEC economies can implement their own schemes based on this knowledge or improve their existing schemes.

The successful consultant will need to survey relevant economies, collate and present findings at a workshop in Singapore in March 2015 and review feedback. They will produce a Best Practice Guide and a recommendations action plan to increase VFEL schemes in line with this. New Zealand is the project coordinator on behalf of the APEC secretariat.
