Prior Notification of RFP
On Monday 18 June 2018 the Energy Efficiency and Conservation Authority (EECA) will be releasing a Request for Tender to the market to select a panel of providers to deliver a new four-year home insulation retrofit programme, known as Warmer Kiwi Homes.
The purpose of the Warmer Kiwi Homes programme is to make homes of lower-income New Zealanders warmer and drier by providing grants to insulate and heat homes.
The first year of the programme will focus on ceiling and underfloor insulation to homeowners on low incomes who own and live in their homes (not landlords). Eligible houses must have been built and used as a residential property prior to 2008.
Low income will be defined as those who either:
• have a Community Services Card, OR
• live in a New Zealand Deprivation Index decile 9 or 10 area, OR
• are families referred through the Ministry of Health’s Healthy Homes Initiative.
