The Energy Efficiency and Conservation Authority (EECA) is a Government agency that works to improve the energy efficiency of New Zealand's homes and businesses, and encourage the uptake of renewable energy. EECA BUSINESSTM provides assistance, funding and support to promote good energy management in New Zealand businesses.

This Invitation to Register (ITR) is issued by EECA BUSINESSTM to seek proposals from suitably qualified Suppliers to become registered Programme Partners for the Commercial Building Performance Advice Programme

OVERVIEW OF PROGRAMME

The objective of the Commercial Building Performance Advice Programme (the Programme) is to provide EECA funding assistance to:
1. Fund registered programme partners to provide advisory services to owners and developers of new and refurbished commercial buildings (“Customers”) to ensure that energy efficient building and plant options are incorporated into the design and fit out of new buildings and are effectively implemented on commissioning and during the initial occupancy period. (“Project”)
2. The Programme comprises four discrete stages each requiring a different set of skills and expertise. The four stages (each of which is described in more detail in Annexure 1 to 4) are:
2.1. Programme A: Thermal envelope (refer to Annexure 1);
2.2. Programme B: Building services (refer to Annexure 2);
2.3. Programme C: Commissioning (refer to Annexure 3); and
2.4. Programme D: Occupancy energy audit (refer to Annexure 4).
3. A Customer may be eligible for any or all of the Programme stages. EECA will assess and may approve Projects on a stage-by-stage basis on receipt of a Project Funding Application (that meets its criteria) for a particular Customer and for a particular stage.
