The Electricity Authority is looking to procure a high performing website/service that delivers an excellent consumer experience while enabling users to compare retail electricity plans, and to help them switch to a new retailer and/or plan if desired.

This Request for Proposals (RFP) is the second stage of a two-stage procurement process. After concluding a Registration of Interest (ROI) in September, several respondents were notified that they had been shortlisted and will be invited to tender a response to this RFP.
The Authority’s intention is to have a comparison and switching services live and operating in Q3 2025

The Electricity Authority is pleased to announce that the contract for Comparison and Switching Website and Associated Services has been awarded to Daylight Creative Limited.

The Authority is committed to promoting competition in the retail electricity market and protecting consumer interests. As electricity is an essential service and the energy market becomes more complex, it’s vital that consumers can easily compare plans, understand their usage and costs, and switch providers when it benefits them.

Currently, most New Zealanders switch retailers infrequently. This suggests many may not be regularly reviewing their plans to ensure they’re getting the best deal. The new service aims to address this by providing simple, accurate, and accessible tools to help all consumers—especially those facing barriers—make informed choices.

This award reflects the Authority’s continued commitment to empowering consumers through better access, improved usability, and wider reach. We are confident Daylight Creative Limited will support us in delivering a trusted and future-ready platform that helps drive informed choice, enhances competition, and supports long-term innovation.
